Notice of Certificate Suspension and Revocation

Procedures for Suspending, Revoking Certificates, and Amending the List of Certified Individuals

  1. The reasons for taking action will be brought to the attention of the Certification Manager, who will review the information and decide whether to proceed. In any case, he/she will send a letter to the certified individual via registered mail/courier, informing them of the detailed reasons for the action and the decision to proceed.  
  2. The certified individual must respond to Top-ISO International Limited within 14 days of receiving the letter.  
  3. If the Certification Manager determines that the actions or positions included in the certified individual's response are satisfactory, a letter stating this will be issued and mailed to the certified individual via registered mail.
  4. If actions need to be implemented, a deadline must be set, and the Certification Manager must review the status of the actions during these periods to ensure they are effectively completed to prevent suspension or revocation.  
  5. If the certified individual does not respond within 14 days, or the response does not meet the standards, or the required actions are not effectively completed within the allowed time, the Certification Manager will decide whether to suspend or revoke the certification.
  6. If it is decided to revoke the certification, the Certification Manager will be responsible for suspending the revoked certification, notifying the certified individual via registered mail, courier, or email, and publishing the revocation information if necessary. 

The following reasons are considered conditions for suspension or revocation

  1. Significant non-conformities or effective corrective actions not implemented within the specified time frame.
  2. Improper use of certificates, logos, and symbols not meeting the standards required by Top-ISO International Limited.
  3. Certified individuals stopping the provision of certified quality services for an extended period.   
  4. Certified individuals continuously failing to meet any certification or recertification requirements, including validity requirements.  
  5. Certified individuals failing to fulfill financial obligations to Top-ISO International Limited.  
  6. Certified individuals formally requesting the revocation of their certification.  
  7. Certified individuals violating any contractual conditions between the certified individual and Top-ISO International Limited.  
  8. Certified individuals unable or unwilling to ensure compliance with standard revisions.  
  9. Severe complaints or a large number of complaints from stakeholders.
     
  10. Certified individuals not allowing regular inspections at the required frequency. 

Conditions for Suspension or Cancellation of Certified Individuals

  1. Unless a response to the notice letter is received within 14 days, the certification will be suspended, and Top-ISO International Limited may at its discretion issue a suspension notice.  
  2. In cases where corrective actions are mutually agreed upon for implementation, an implementation period will be specified, and the corrective actions will be reviewed at the specified time. This may involve special assessments/evaluation visits or reviewing submitted objective evidence at the discretion of Top-ISO International Limited. If the corrective actions are deemed inadequate or not completed within the specified time, the certification will be automatically suspended.
  3. In severe cases, Top-ISO International Limited may suspend the certification before implementing corrective actions.    
  4. If suspension is enforced, the certified individual must notify Top-ISO International Limited of the current improvement status within 14 days of the certification suspension. Failure to meet this requirement will result in the revocation of the individual's certification.
  5. When the improvement measures taken by the certified individual to resolve the issues are verified by Top-ISO International Limited, the certification will be reinstated. The validity period of the certification will not be actively modified or extended.   
  6. Suppose the certified individual fails to respond to the notice from Top-ISO International Limited within the 14-day grace period or fails to implement the improvement measures within the specified time. In that case, the certification will be revoked following the suspension.
  7. In severe cases, Top-ISO International Limited may immediately revoke the certification without initially following the suspension procedure.  
  8. Certified individuals must return all certification documents to Top-ISO International Limited after revocation.  
  9. After certification revocation, if the certified individual continues to use the certification documents, badges, or marks issued by Top-ISO International Limited, legal action will be taken against them.   
  10. After certification revocation, reapplication is not allowed within 6 months. After 6 months, reapplication must follow the reapplication process. Top-ISO International Limited will conduct a comprehensive evaluation and determine application eligibility.
     
  11. Certified individuals have the right to appeal any decisions made by Top-ISO International Limited and may request information about the appeals process and the appeals application form.  
  12. The Certification Manager should remove individuals whose certificates have been revoked from the list.
