Impartiality Policy

Impartiality Policy of Top-ISO International Limited

 Top-ISO International Limited is the legal entity responsible for personnel certification activities. This policy and public statement refer to Top-ISO International Limited as this legal entity. The CEO, employees, and subcontractors of Top-ISO International Limited fully understand the importance of impartiality when conducting personnel certification activities. Top-ISO International Limited will ensure that all transactions with applicants/candidates/certified individuals for personnel certification services are impartial and will remain so. The impartiality of the following principles will be ensured: 


  1.  Certificates can only be issued to certified individuals with the approval of an authorized person to ensure that no interest prevails.  
  2.  Top-ISO International Limited does not have (and will not form) any relationship with applicants/candidates/certified individuals, nor will it give any impression that if an individual receives training from Top-ISO International Limited, they will be given priority in certification or pass the exam with good grades. Any proposed relationship between Top-ISO International Limited and applicants/candidates/certified individuals will undergo an impartiality risk assessment by the CEO before the relationship is formally established. We will regularly evaluate any current relationships with applicants/candidates/certified individuals to ensure that the relationship does not affect the impartiality of personnel certification activities.  
  3. Individuals employed or otherwise contracted by Top-ISO International Limited must record and document their current and past relationships, considering the nature of the activities and the potential for conflicts of interest. Top-ISO International Limited requires that any past or current situations that may present a potential conflict of interest be disclosed. Top-ISO International Limited will use this information to identify any threats to impartiality and will not use the individual in any capacity unless they can demonstrate no conflict of interest.  
  4. Personnel certification and other personnel involved in certification activities will not now or in the future be subject to any pressure or be influenced in any way to reach specific conclusions regarding the results of personnel certification activities.  
  5.  Top-ISO International Limited will not offer any commissions, fees, or other inducements to any individual or company to refer applicants/candidates/certified individuals for certification services unless the following conditions are met:  

  • The terms and conditions of any such referrals are clearly defined, and the fees are documented as referral fees. The fact that a commission has been paid will not in any way influence the results of personnel certification activities.  
  • A risk assessment has been conducted for any such payments to individuals or organizations (usually consultants or training organizations) to determine the likelihood of posing an unacceptable threat to impartiality.  
  • All such payments are documented, recorded, and traceable with purchase orders and invoices.  

Impartiality Norms

  1. Top-ISO International Limited shall not recruit anyone whose relatives work at the service-providing location.  
  2.  Compliance with all certification and other policies of Top-ISO International Limited.  
  3.  Top-ISO International Limited shall not employ any professionals whose activities conflict with its ethical policies. 
  4.  Top-ISO International Limited shall not allow any of its certified personnel to market the services offered by the organization.  
  5.  All employees of Top-ISO International Limited should disclose any situations that compromise business ethics.  
  6.  Top-ISO International Limited will consider defined time periods when assigning work to its certified personnel. There will be no overload or burden that could jeopardize the opportunity for personnel certification activities.  
  7.  Any observed unethical behavior should be promptly reported to management.  
  8.  Top-ISO International Limited shall not allow any of its personnel to accept gifts from clients/subcontractors/training institutions/applicants/candidates/certified individuals.   
  9.  Top-ISO International Limited shall not allow the examination of any relatives of its examiners. 
  10.  Top-ISO International Limited recognizes that the source of revenue for personnel certification activities is applicants/candidates/certified individuals paying for certification services, which is a potential threat to impartiality. Therefore, Top-ISO International Limited is a self-financing independent organization with multiple controls to ensure impartiality is maintained. To gain and maintain confidence, Top-ISO International Limited certification decisions are based on objective evidence of conformity or nonconformity, and any decisions made are not influenced by other interests or parties. The decision to grant certificates is made and signed by authorized personnel not responsible for such activities if there is a potential conflict of interest. Top-ISO International Limited recognizes the following threats to impartiality: 

  •  Self-interest threats arise from individuals acting in their own interest.  
  •  Self-review threats arise from individuals reviewing their work. 
  •  Familiarity (or trust) threats arise from individuals being too familiar or trusting of another individual rather than seeking evidence. 

Training Framework

 To ensure that educational training courses do not compromise the impartiality of personnel certification or reduce evaluation and verification requirements, the following measures are taken:  

  • Clear Educational Training Standards: The education training committee, composed of professionals from the National Formosa University and outsourced by Top-ISO International Limited, defines clear educational training standards. These standards should align with best practices and regulatory requirements in relevant fields to ensure that course content and personnel verification standards meet verification requirements.  


  • Independent Review: Applications for independent evaluation and review processes are carried out by professionals and technical experts from different national universities and colleges, obtaining relevant certifications to ensure that educational training courses meet standards. 


  • Transparency: The content of educational training courses and personnel verification standards are transparent and publicly available on the official websites of the institutions, allowing applicants to understand the fairness of the evaluation process.  


  • Feedback mechanisms: A feedback mechanism is established, Course Satisfaction Survey Questionnaire, allowing participants to provide feedback on the quality of courses and the personnel verification process. This helps to continuously improve the courses to ensure they meet requirements.  


  • Continuous monitoring: The verification team members of our company are organized to supervise educational training courses based on the inspection standards of unannounced audit record forms, ensuring that their content and personnel verification standards remain current and relevant. Educational training standards may change over time and with technological advancements, requiring continuous adjustments to the courses to reflect these changes. 


  • Record keeping: After each supervision of educational training courses, supervisory personnel must complete training course record form to retain relevant records and course materials for review or investigation if needed. 


  • Compliance review: Annually, Top-ISO International Limited completes an annual educational training course plan, and the company dispatches certification managers to conduct regular compliance reviews to ensure that educational training courses meet local or international regulations and standards. 

Public Statement

  1. Top-ISO International Limited, its CEO, administrative manager, certification manager, employees, and other personnel involved in the organization’s certification activities fully understand the importance of impartiality in conducting their personnel certification activities. 
  2. Therefore, Top-ISO International Limited will ensure that all employees or other personnel involved in personnel certification activities remain impartial when dealing with applicants/candidates/certified individuals for personnel certification services. 
  3. To ensure and demonstrate impartiality, Top-ISO International Limited has identified and risk-assessed all possible relationships that could lead to conflicts of interest or pose a threat to impartiality.
