Impartiality Policy

Top-ISO International Limited Fairness Policy

 Top-ISO International Limited is the legal entity responsible for personnel certification activities. Top-ISO International Limited as mentioned in this policy and public statement refers to a legal entity. Top-ISO International Limited's CEO, employees, and subcontractors fully understand the importance of impartiality in conducting personnel certification activities. Top-ISO International Limited will ensure that all employees or other personnel act impartially in all transactions with applicants/candidates/certifiers for personnel certification services, and will ensure that the following principles of impartiality are implemented: 


  1.  Certificates can only be issued to certified individuals after obtaining approval from the authorized person, to ensure that there is no incentive for such actions  
  2.  Top-ISO International Limited has no (and will not) any relationship with applicants/candidates/certification individuals. Individuals who receive training from Top-ISO International Limited will not be given preferential treatment in certification or exams based on personal impressions. Before any proposed relationship is formally established with an applicant/candidate/certification individual, a risk assessment for impartiality will be conducted by the CEO of Top-ISO International Limited. We will regularly evaluate any existing relationships with applicants/candidates/certification personnel to ensure that such relationships do not compromise the impartiality of the personnel certification process  
  3. Given the nature of the activities and the potential for conflicts of interest, individuals employed or otherwise contracted by Top-ISO International Limited must record and document their current and past relationships. Top-ISO International Limited is required to disclose any past or present potential conflicts of interest. Top-ISO International Limited will use this information to identify any threats to impartiality and will not use it in any personal capacity unless they can prove that there is no conflict of interest  
  4. Personnel certification and other personnel involved in the personnel certification activities will not be subject to any pressure, nor will they be influenced in any way, to draw specific conclusions regarding the results of the personnel certification activities. It is impossible to draw specific conclusions regarding the results of the personnel certification activities  
  5.  Top-ISO International Limited does not offer any commission, fee, or other incentive to any individual or company to refer applicants/candidates/certifiers for certification services, except in the following circumstances:  

  • The terms and conditions of any such referrals can be proven to be clearly defined, and the fact that the fees are recorded as referral fees and the commission has been paid will in no way affect the outcome of the personnel certification activity  
  • Risk assessments have been conducted with any individuals or organizations (typically consultants or training institutions) making any such payments to determine the likelihood that they pose an unacceptable threat to impartiality  
  • All such payments are documented, recorded, and traceable by purchase orders and invoices  

Impartiality Norms

  1. Top-ISO International Limited should not recruit any relatives who work at the place where the service is provided  
  2.  Comply with all certifications and other policies of Top-ISO International Limited  
  3.  Top-ISO International Limited should not employ any professionals whose ethical policies conflict with its own 
  4.  Top-ISO International Limited should not allow any of its certified personnel to market the services offered by the organization  
  5.  All employees of Top-ISO International Limited are required to disclose any situation that violates business ethics  
  6.  When assigning work to its certification personnel, Top-ISO International Limited will consider established timeframes to ensure that there is no overloading or burden that could jeopardize the personnel's certification activities  
  7.  Any unethical behavior observed must be reported to management as soon as possible  
  8.  Top-ISO International Limited shall not allow any of its personnel to accept any gifts from clients/subcontractors/training institutions/applicants/candidates/certifiers   
  9.  Top-ISO International Limited should not allow any scrutiny of examiners' relatives 
  10.  Top-ISO International Limited recognizes that the revenue source for its personnel certification activities, which relies on fees paid by applicants/candidates/certified individuals for certification services, poses a potential threat to impartiality. Therefore, Top-ISO International Limited is a self-financing, independent organization with multiple controls in place to ensure impartiality. To gain and ensure confidence, Top-ISO International Limited's certification decisions are based on objective evidence of conformity or non-conformity, and no decision is influenced by other interests or parties. In the event of a potential conflict of interest, the decision to issue a certificate is made and signed by an authorized person not responsible for such activities. Top-ISO International Limited recognizes the following threats to impartiality: 

  •  Threats to self-interest stem from actions taken by individuals for their own benefit  
  •  The threat of self-censorship stems from individuals censoring their own work 
  •  The threat of familiarity (or trust) stems from a person's excessive familiarity or trust in another person, rather than seeking to examine evidence 

Training Framework

 To ensure that educational and training courses do not compromise the impartiality of personnel certification or lower assessment and verification requirements, the following measures are taken:  

  • Clear Education and Training Standards: The Education and Training Committee, composed of professionals from National Formosa University of Science and Technology, and outsourced to Top-ISO International Ltd., developed clear education and training standards. These standards are aligned with best practices and regulatory requirements in the relevant fields to ensure that course content and personnel verification standards meet verification requirements  


  • Independent review: The application process involves independent evaluation and review by professionals and technical experts from various national universities and colleges to obtain relevant certifications and ensure that the education and training courses meet the standards 


  • Transparency: The content of the education and training courses and the personnel verification standards are transparent and publicly available on the official websites of each institution to all participants, so that applicants can understand the fairness of the evaluation process  


  • Feedback Mechanism: Establish a feedback mechanism, including course satisfaction questionnaires, allowing participants to provide feedback on course quality and the personnel verification process. This helps to continuously improve courses to ensure they meet requirements  


  • Continuous Monitoring: Our verification team monitors training courses according to the inspection standards outlined in the unannounced audit log, ensuring that the content and personnel verification standards remain up-to-date and relevant. Training standards may change over time and with technological advancements, requiring continuous adjustments to the curriculum to reflect these changes 


  • Record keeping: After each supervisory education and training course, the supervisor must fill out a training course record form and retain relevant records and course materials for future reference or investigation 


  • Compliance Review: Top-ISO International Limited conducts an annual internal management review and dispatches certification managers to conduct regular compliance reviews to ensure that education and training courses comply with local or international regulations and standards 

Public Statement

  1. Top-ISO International Limited, its CEO, administrative managers and certification managers, employees and other personnel involved in the organization’s certification activities fully understand the importance of impartiality in conducting their personnel certification activities 
  2. Therefore, Top-ISO International Limited will ensure that all employees or other personnel involved in the certification activities remain impartial when dealing with applicants/candidates/certifiers 
  3. To ensure and demonstrate impartiality, Top-ISO International Limited has identified all relationships that may lead to conflicts of interest or threaten impartiality and has conducted risk assessments accordingly
